Board of Trustees and Administration



Governance and Organization

The East Central College District is governed by a six-member board of trustees, comprising two trustees from each of three geographic sub-districts. Each trustee is elected to a term of six years. Elections are held in April of even numbered years. Current board members are listed below along with information about their term. These members of the community serve the college and the district, receive no compensation and are charged with oversight of the college and the college’s operations.

East Central College is one of Missouri’s twelve independent community college districts and a member of the Missouri Community College Association. The college district is comprised of a taxing district organized around six public K-12 school districts and four public K-8 school districts as well as a larger service area designated by the Missouri Department of Higher Education.

Chief Executive Officer

The College President serves as the Chief Executive Officer of the College and reports to the Board of Trustees. Duties and responsibilities include oversight of all administrative and educational functions of the College. Four Vice Presidents report directly to the College President.

Jon Bauer, Ph.D. President

Dr. Jon Bauer became the sixth president of East Central College, Union, MO, on July 1, 2012. Bauer had served in various positions since joining the college in 1995, most recently as vice president of finance and administration.

Bauer holds an Associate of Arts (A.A.) from Jefferson College, Hillsboro, MO; Bachelor of Science (B.S.) from Southern Illinois University in Carbondale, IL.; Master of Business Administration (M.B.A.) from Fontbonne University, St. Louis, MO; and Doctor of Philosophy (Ph.D.) in Education from the University of Missouri-St. Louis. He also attended the University of Missouri-Columbia.

Bauer joined ECC as director of public relations in 1995, after working as a journalist for several years. He later served as director of college relations, dean of enrollment management, and directed the college’s site in Rolla before assuming the position of vice president/chief financial officer in 2005. In that role, Bauer administered the business office and financial services, facilities and grounds, information technology, human resources, purchasing, and auxiliary services.

As president, Bauer leads an organization with more than 4,200 students, over 200 full- time employees, and an operating budget of approximately $18 million.

Active in many civic activities, Bauer now serves as president of the Washington Area Chamber of Commerce board of directors, and is a member of the advisory board for Mercy Hospital Washington; 353 Redevelopment Corporation; Washington Civic Industrial Corporation; and Washington Library Board. He is a member of the Union Rotary Club, Washington Elks, and is active in St. Peter’s United Church of Christ in Washington. He previously served on the board for the Franklin County Area United Way, the Union Highway 50 Committee, and other organizations.

Bauer and his wife, Barbara, have three children and reside in Washington.

The Chief Academic Officer (CAO) is the Vice President of Instruction. The duties and responsibilities of this unit of the College primarily relate to the management of the College’s instructional programs, teaching faculty, and instructional support staff. The academic unit of the College includes the instructional divisions, the Learning Center, the fine and performing arts and the satellite locations.

The chief student affairs officer (CSAO) is the Vice President of Student Development. The duties and responsibilities of this unit of the College primarily relate to the management of services to students. The Student Development Division includes admissions, advising, athletics, counseling, financial aid, library, registration, student activities, student conduct and Title IX coordination.

The chief financial officer (CFO) is the Vice President of Finance and Administration. The duties and responsibilities of this unit of the College primarily relate to the management of the College’s finances and facilities. The Finance and Administration Division includes grounds and facilities maintenance, information technology, business office, bookstore, imaging services and food services.

External Relations Officer Location: Buescher Hall Phone: 636-584-6527

The Vice President for External Relations is responsible for establishing and enhancing the College’s relationships with external constituencies, strategically marketing the institution, administering the array of non-credit offerings, overseeing the use and development of the College’s web site, and administering the College’s external grants. The External Relations Division includes public relations, web development, the Center for Workforce Development, community education, and adult education and literacy.
